I can't find Routing & Remote Access in Administrative Tools

As topic says.. I can't configure incomin connections.. I get an error saying Routing and Remote Access is not running, and I try to start it manually.. Then it creates a log with an error called 3604..

I on't know exactly what that is, but I found an article on Microsofts support, but that was for W2K SP2, not SP4.. (and Microsoft Support never help me with anything, the search function is wierd :s) But it said something about enabling the tool for it in Administrative Tools, and finding Routing and Remote Acces.. But I don't have such thing..

Pls, help me with this..

Any help appreciated..
