i can't download any file from internet!!

Yes this is my problem probably I can't download any file from any web site
or any e-mail address, I trust that file from trusted web site but I can't
download because service pack 2 doesn’t a gree to download any files I try
many thing for example disable my anti virus program, disable windows
firewall it's same problem what I can get from any files just 99% and stop
and when I try to open that file it said windows its block this file to help
protect your computer!!
