File sizes changing when downloaded?

I'm having a big problem nearly every time I try to save files, mostly JPG
and GIF files. When I first look at their sizes before downloading them, it
almost always says no more than a couple hundred KB. But then when I
download them, I check again, and their sizes increase to be a couple MBs.
After a few retries at downloading, I usually manage to get them downloaded
at their proper size. But I'm wondering what is causing these file size
fluctuations at all. And sometimes the files only download as Bitmap files,
even though they are meant to be JPG of GIF files. These problems aren't
happening all the time, but just enough to really start getting me annoyed.
Any help with this would be greatly appreciated. Thanks.
