I cant boot from cd rom

Even when I set my bios to CD> HDD> FDD it wont boot from
xp cd It seems as if it lacks enough power to the device.
It clicks a few times then stops I have a laptop with
swapable bay and external floppy bay. I tryed with my cd
rw and my dvd unit and both have same symtoms could any
one help? The hd is formatted with ntfs...
 
I had that happen to me with Windows ME. I cleaned the disk and it worked
fine. Hope that helps.
