Loaded Windows XP boot disc, can not find CD-ROM drive

I have a laptop Dell L400 and the old drive died. I also had a bad
partition sector. I just bought a 60 GB HD (Seagate) and put it into
my laptop along with the Windows XP (full version). I configured the
BIOS so it boots from the CD drive. I can hear it spinning my external
CD-ROM drive, but my screen just shows a blinking cursor.

I tried the floppy Windows XP diskettes and I get to disc 6 and then I
am asked if i want to install xp. I hit enter and it tells me it can
not find the cd-rom drive.

Please note i am using the same cable for the external floppy drive and
CD-ROM DRIVE. I then exited and re-loaded the floppy diskettes. Once
disc 6 was done and prior to hitting enter for Windows XP setup to
install I unplugged the cable to the floppy drive and plugged it in the
cd-rom drive. I then clicked enter and I got the same message that a
CD-ROM drive can not be found.

the external cdrom is connected via usb? setting the bios to boot from
cd probably wont help because you want to be booting off usb not ide
cdrom.. in your bios enable usb legacy emulation and disable kb/mouse
emulation and set usb as the boot device.
