I cannot see the SMS Country tool bar in Outlook 2003

I installed the SMS Country programme to send messages from the Outlook 2003
as SMS to mobile phones, but the SMS Country buttons does not appear on the
tool bar. I reinstalled Outlook 2003 but again nothing. What's wrong and what
can I do to fix it?
