I cannot make new connection (dial-up network)

First error 711 and I did what you suggested but I got an error 5: access
denied, which is kind of strange since I'm logged in as admin. I also tried
the Microsoft knowledge base which suggest I should start 1) telephone 2)
Remote Access Connection Manager 3) Remote Access Auto Connection Mananger
to no avail.

This will correct both error messages:

Dial-Up Modem or PPPoE is Unavailable (Line 87)

To use the Regedit: Save the REG File to your hard disk. Double click it
and answer yes to the import prompt. REG files can be viewed in Notepad by
right clicking on the file and selecting Edit.
