Can't create dialup connection

I've just installed XP Home on a small home broadband network. I'm wanting
to use my modem at certain times.

When I try to create a new dialup connection using Network Connections ->
Create a new Connection -> Connect to the Internet -> Set up my connection
manually, the first two options (Connect using dial-up modem and Connect to
a broadband connection that requires a user name and password) are greyed
out.

If I go to Control Panel -> Internet Options -> Connections -> Add, I get an
Error 711. After looking up Error 711, I tried to enable the Remote Access
Connection Manager under Services, I get Error 5, Access Denied (even though
I'm logged in as an Administrator).

I'm using a NetComm internal modem, using the XP Lucent Winmodem driver
(I've also tried the Netcomm driver - no difference). The modem diagnostics
work OK.

Can anybody help?

To use the Regedit: Save the REG File to your hard disk. Double click it
and answer yes to the import prompt. REG files can be viewed in Notepad by
right clicking on the file and selecting Edit.
