I use windows xp and ms internet explorer. No matter what I do, it will not
allow me change my internet security settings under tools. I always have to
ok activex on every web page and I cannot access certain links even if I hold
down the shift or ctrl keys. I'm stumped.

What happens when you try to change the Security settings?
What WinXP service pack level?

Nothing - they default back to medium (I can't change anything even if I go
to advanced and try and modify there. When you close the window and come
back its always the same.) I've run all the updates I can find on the
Explorer web page. I've followed some of the solutions I've found at this
site that seemed similar to mine (scandisk, dll related). I've cleared the
cookies and temp files a thousand times. I've uninstalled and reinstalled my
security program (even uninstalled with tech support from McAfee). It
happends with or without McAfee running - I initially thought it was security
related as it won't let me access https sites. I've loaded all the WinXP
service packs I can find as well.

WinXP SP2 does not allow a security setting below Medium for the Internet
zone. You decided not to tell us if you have Service Pack 2 (right click My
Computer and select Properties).

Did you try clicking Custom Level? I don't know what "advanced" you refer
to.

For https sites:
Make sure your firewall is not blocking port 443.

Go to Start | Run and enter these commans (press <Enter after each one).
