I can not run gpedit.msc when logged in as administrator.

What is wrong with my system? I can not run gpedit.msc when logged in as
administrator. It runs correctly when I run in as an account belonging to
the administrators group and the Administrator does belong to the
administrators group.

When I am logged in as Administrator, Start->Administrative Tools->Group
Policy Editor I get this modal dialog box from
c:\windows\system32\gpedit.msc. Access is denied
c:\windows\system32\gpedit.msc.

When I run cacls gpedit.msc I get the following;

C:\windows\system32\gpedit.msc BUILTIN\Users:R
BUILTIN\Power Users:R
BUILTIN\Administrators:F
NT AUTHORITY\SYSTEM:F
MICRON\Administrator:F

I added the last entry out of desperation! I am betting it is something in
my registry. By the way, a number of the .msc programs will not launch
under the Administrator.

Is it the file gpedit.msc that you cannot access or some other
module? To find out, try to rename it!
 
As you suggested I tried to rename it. Same problem. However, if I run
eventvwr.exe the event viewer will start. But if I run eventvwr.msc I get
Access is denied.
I checked my privileges for eventvwr.exe, eventvwr.msc and mmc.exe, and they
are correct. I have output from 'filemon' that indicates I am encountering
errors but they are not specific.

Any other thoughts?
 
Maybe your administrator account is cactus. Here are a few thoughts:

- Create another admin account, then try it with this one.
- Add the admin account explicitely to the administrator's group.
- Examine the administrator's profile (net use administrator)
