Unable to access the run command

I have noticed that the run command has vanished from my start menu.
when i go to start menu properties, "display run" is not in the list.
When i press the windows key + r, I get a message saying I need to be
an administrator to access this function.
I blanked the administrator password through right clicking on my
computer and manage. started windows in safe mode and logged on as
administrator.
I then ran gpedit.msc to see if there were any policies enabled but
absoltely everything is showing as not configured. disabling the
remove run menu from start menu and resetting it back to not
configured had no effect.

When i am logged in normally I also have no access to task manager via
any route as it says i (as administrator) do not have privelidges.

While in safe mode i have done a full system virus scan. checked for
adaware and used the microsoft malicious software removeal tool.

Any assistance would be greatly appretiated. :)

Run Command Missing

Right click the Start button and select Properties, then Customize. Scroll
down and put the check mark in the Show Run entry. If you're using the new
Start panel, its on the Advanced tab.

Or check your settings here: Start/Run/Regedit

Value Name: NoRun
Data Type: REG_DWORD (DWORD Value)
Value Data: (0 = disabled, 1 = enabled)

Note: It seems that under "XP Theme", not more than eleven (11) items can be
displayed together at the right-hand column (with blue background), which at
times, disables/removes the Run Command even with it being checked.
