secpol.msc wont run as administrator

When logged in as the administrator I can not get secpol.msc to run. I get
a error: access is denied. If I log in as Fred who is a member of the
administrators group it works. (Yes, the administrator is also a member of
the administrators group.) I even gave the object Full Control for
Administrator. The same holds true for the event viewer. However, I can
execute eventvwr.exe but not eventvwr.msc.
