I can download but can't install anything

Ok, I just changed over my monitor from it's analog cable connection to it’s
digital input connection/DVI cable, everything seemed to go just fine....
The problem is now I can't install anything. I can save it to my desktop but
it won't install. I tried to install the latest ATI drivers and got this
message, " Setup failed to launch installation engine: The RPC server is
unavailable†I also have tried to install Microsoft.net framework 2.0 to no
avail, I receive this message, “The following error occurred during setup:
Windows Installer service could not be accessedâ€

I am not sure if my changing the connection over to it’s digital port is
causing this but I am assuming it played some part. Perhaps I didn’t do this
properly and messed something up. Besides the fact that I can’t install
anything everything else is working properly. The only thing I am noticing
is a slight delay in loading times at startup.

Does it work normally when returning to the analog cable?
Are your 'Remote Procedure Call' & 'Windows Installer' services enabled?

To check Services: Start > Programs > Administrative Tools > Services

Thx Drew - I have not tried that yet, I actually think I am having some kind
of virus or issue beyond my comprehension. I can't get my virus program (PC
Cillin) or Spyware (Webroot) to load or run, I keep getting messages that
state the program is corrupted and needs to be reinstalled. My supscriptions
are active and auto-update. Also, the computer is now insanely slow on
startup and when ever I try open a program/any program. I am thinking that I
might have installed some kind if virus/maleware that snuck through my
computers defenses..... I am at a loss, also on startup the icons are taking
many many minutes to appear. Wallpaper will show but icons are taking at
least 5 to 10 minutes to load...

Sounds like you may have an infestation of some kind all right.

Try booting your computer into "safe mode with networking" and going
to one of the following free online scanners to see if they can find
anything:
