I am locked out by built-in adminstrator

On my Computer I am the only user and adminstrator.
However when I attempt to open the Registry I am denied
access. A msg. appears: "Registry editing has been
disabled by your adminstrator."
Upon checking Documents and Settings I find the following
entries, which I am unable to use or delete.
Administrator and Administrator 2
My data is available under yet another file, namely "Hp
Authorized Custom". I am told there is a way to delete
the built-in administrator and hopefully gain control
again?

Log in to the profile with the problem. Click Start, Run and enter REGEDIT
Go to:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System

Look in the right pane for a value called DisableTaskMgr. If found, it
should be set to 0 (zero). If not, double click DisableTaskMgr and set it
to 0. If it doesn't exist, right click in a blank area of the right pane,
select New, DWord value and name it DisableTaskMgr, leave it at 0.

You cannot delete the built in Administrator account. If
you know the password for that account, press Ctrl-Alt-
Delete twice at the Welcome Screen, and that will give
you a standard windows logon box. There you can sign on
with the Administrator and password. The go into user
accounts and change your other user account type
to 'Computer Administrator'. If your PC is part of a
domain, like at work, then you may be unable to do this
procedure. Also, it is possible some Group Policy is set
to prevent you from editing the registry. Last option is
to boot into safe mode to do the regedit. Be sure to back
up your registry before making any modifications...you
can really mess things up if you don't know what you're
doing in there. Good luck,
