Hyperlinks not working in IE6 and Outlook 2000

We use Internet Explorer 6.0.2800.1106.xpsp2.030422-1633 on a
recent-model Dell PC and within the past month its functionality with
hyperlinks has deteriorated. Links within the same web site domain
work fine, but any link to an outside domain are non-functional; the
browser frame just blinks but nothing happens.

JavaScript pop-ups are also not functioning at all.

In fact, I'm using my Mac PowerBook to post this message on
Microsoft's web-based newsgroup posting page, because my ailing PC
browser doesn't respond when I click any of the "New Post", "Post
Reply" and "Search" buttons. (I'm using Safari to post this.)

Finally, we use MS Outlook, but have noticed that our hyperlinks don't
work in received HTML e-mail as well (the Outlook window border
blinks but no browser opens). This includes underlined formatted text
and hyperlinked images. However, hyperlinks DO work within received
plain-text e-mail message.

We've worked around this problem by copying and pasting URLs into
the browser window, but it's sure clunky. Please help!
