http,https pages will not open

Strange and baffling problem...

User brought in laptop that will not connect to any website. System is
running WinXP sp2 and IE6 sp2. System is running Norton AV and Norton
Firewall. All OS and Norton updates are installed. User reports that she did
not add or delete any software or download any updates before this problem
started. (She does have automatic updates on).

Problem:
When trying to open any webpage (either http or https) IE displays 'website
found, waiting for reply' in the Status Bar. Stays this way for 20-30 minutes
and then displays 'page cannot be found' in IE main window.

Troubleshooting:
Determined that system was connecting to network and receiving IP via DHCP.
Network connection working correctly as determined via Ipconfig.
System can ping and get a reply from a website, but not connect to that same
website.
System can be pinged and will send a reply.
I can Telnet into a support site via telnet command or terminal emulation
software.

Downloaded and ran MS Network Diags for XP. Get a messaging stating that it
cannot connect the internet to http,https, or ftp. Most likely cause is
firewall settings.
Checked firewall settings, they were ok. Disabled firewall. Same problem.
All other network functions are working correctly.

Booted system in safe mode w/networking (no firewall, av, etc. running) and
had the same problem.
Have checked system for Virus and malware. Clean.

Fixes tried:
Ran LSPfix
Ran WinsockXPfix
Manually removed and reinstalled winsock files
Upgraded system to IE 7

None of these fixes worked.

Anybody have any ideas? Thanks in advance.

p.s. This problem occurs with direct ethernet connection and also with
wireless connection.

Have you tried ripping out all the Norton stuff?

Totally delete the History and Temporary Internet Files folders (from
another admin. account)

4. Got to a Command prompt (Start...Programs...Accessories) and type in:

ipconfig /flushdns

Hit Enter.
