HTML templates question

Hi,

I get lots of marketing type HTML emails in my inbox these days. Usually the
text appears and I have to click to download any images that are in the
HTML.

Are these easy to create? Are they merely templates that you can create with
a wizard in Outlook and then choose as 'Stationery' or are they created in
some web authoring tool such as Dreamweaver/FrontPage, etc?

People use whatever tool they are skilled and comfortable with. Outlook,
however, has no wizard for creating HTML stationery.
