HTML mail turns into plain text in junk e-mail folder

Why does HTML mail turns into plain text in junk e-mail folder? When I
convert it back to HTML, the links no longer work.

It's a security feature. If you actually want to deal with the mail item
move it from the Junk Mail folder.
