HTML format disappears when I hit "Reply" to an e-mail

I use Outlook 2003, Small Business version. When I reply to some e-mail
messages, the HTML format disappears, and I have to manually change the
format back to HTML if I want to use a font other than Courier. I wonder if,
in these cases, the sender of the e-mail I received sent his/her e-mail in
Plain Text format, and that's why I'm having this issue.

My question is: can I set up my Outlook so that whenever I reply to
e-mails, the reply e-mail is automatically formatted in HTML, rather than
some e-mails being formatted in HTML and others in Plain Text?

Replies are suppose to always use the format of the original message. If
you receive a plain text message and reply, the reply will also be plain
text. Are you waying that even with messages that are originally HTML that
the reply is plain text?
