Html templates opening as plain text e-mail

Whenever I create and save an html template (*.oft), the opens as a plain
text e-mail.
My default setting for send e-mails is Html.
Using Outlook 2007 SP1.

Whenever I create and save an html template (*.oft), then attempt to open the
template to create a new e-mail, the e-mail open up as a plain text e-mail.

I'm Using Outlook 2007 SP1.
