HTML file Titles won't change in Page Properties

FP 2003 on Windows XP.
I want to use the TOC feature for a section of my site, and have categories
added to make it possible. When trying to change the titles of the pages in
Page Properties, the Page Properties dialog box shows the changed name, even
after saving, closing, and reopening the file, but the title itself is not
changed. It still shows the old title in the list of files and in the TOC.

Has anyone had this and found a fix?

Try Tools | Recalculate Hyperlinks.
