HTML and Outlook

Good morning. I am having problems with creating an HTML document in
Publisher and "inserting as text" into an Outlook email. I have locked all
of my items in the HTML document and saved as filtered HTML. When I look at
the document online, it is perfect, but when I go to attach it and "insert as
text" so that it is embedded, the document goes haywire and my beautiful
piece comes apart. I have made sure in my email options that "mail as
attachment is turned off" and my composed message is HTML. Please give me
advice on how to correct this so I can email it out. Thanks, T
