Does anybody know how to determine if a cartridge is faulty,
or is it someting else that is wrong?

The 250C with all cartridges inserted starts up normally, does
the power up sequence OK but when finished the Cartridge and
Error lamps are flashing and the printer doesn't work.

If I remove all cartridges the same appears.

According to HP technical knowledge base I should be able to
insert each cartridge, one by one, and see that the cartridges are
accepted by cartridge light flashing 3 times for each I insert.

This doesn't work as the light keeps flashing all the time.

All cartridges are nearly full and extreamly clean! :-)

try cleaning head contacts and cartridge contacts
with isop alcohol.
could be faulty head ribbon cable or faulty head.
