HP all in one won't install

I am trying to install a new all in one unit on my system
with no luck. HP support had me try a bunch of stuff,
then said it was an OS problem. When I try to install the
new unit, my system detects new hardward and then reboots
without installing the the hardware or finishing the
software. I have tested the usb cable and inputs with
another scanner and they work fine.I replaced the all in
one, but still have the same problem. Any ideas?

If it is a HP 1210:
I tried my best to install the 1210 on a new HP 3000+ computer. No go,
including the uninstaller and the new 127mb driver! And, including 11
typewritten what to do sheets from HP techs.
Client returned printer to Best Buy. They tried, no go. They replaced
1210, no go. They replaced the HP3000+, all is well. Client got a new
1210 and a new computer, lost all of the personal programs and data.
