Hown to dissable auto scroll?

Hi

When mouse middle button click event happens, the auto scroll opens. How
can I disable the auto scroll from happenning?

PS. I have got already a few "answers" that didn't work - 1. disable mouse
wheel detection on mouse controll panel
2. disable mouse wheel on tweakUI.
