how to usninstall IE in win xp?

I go to control panel and click in Add Remove New Programs
but I do not see IE in the list. I tried to delete IE
program folder but it says cannot delete it. I deleted
IE.exe file but it comes back in the folder out of nowhere.
Afet unsintall i want re-install IE in a different folder.
I am using latest version of IE

I am trying to fix extremely obnoxios hijacking
problem (coolwebsearch). I tried just about everything
and even CWSshreder which seems to fix the problem for
about one day but this hijacker code somewhere hidden
in my pc re-install itself destroying my home page which
i want to be blank. i am very sick of this.
please help

Note that AdAware and SpyBot S & D will each catch some things the other
won't. Also, each needs to be updated before every use, even when just
downloaded. There's also a lot more to do than just those two programs.
