How to undo/fix Windows XP's registry permissions?

I have a dillema with a user's Windows XP machine. Somehow the registry
permissions got messed up. It seems to be missing group and user names
and/or permissions. I get blank generic icons on desktop and Start Menu,
can't run any EXE files, etc.

Is there a way to undo this or reset the permissions back to
defaults/original values?

If you only want to reset the registry permissions, add this to the
secedit command line:

/areas REGKEYS

open start> "help and support" and type in "system restore" it will walk
you through the rest

One problem: I can't run System Restore nor cmd.exe! It is EXE! I can't
get into Windows' safe mode either.

Secedit.exe isn't available for WinXP Home...

Well, bad news. I couldn't run ANY exe files including cmd.exe. :( I
think this XP is gone.
