How to turn off Tool Tips

Those annoying little yellow stickies that follow my
mouse cursor around and pop up with mostly useless
information. They always pop up on top of something else
on my screen that I'm trying to read. I'd like to
disable them for the entire windows operating system and
all applications. Is there a way?
 
balloon tips\tool tips\highlight newly installed programs
are all annoying to me and can be turned off this way.
Go>start\control panel\double click to open folder options
then click the view tab and scroll to the bottom and turn
off "show pop-up descriptions----------".
Go>start\search\change preferences\click the green arrow
beside do not show balloon tips. Go>right click
start\click properties\start menu tab-customize
button\advanced tab and uncheck "highlight newly installed
programs. Keep smiling.

XP and Win2K display a tip when you position the mouse on
the Minimize, Maximize, or Close button. To disable this
functionality, perform the following steps:

Start the registry editor (regedit.exe).
Go to HKEY_CURRENT_USER\Control Panel\Desktop.
Double-click UserPreferencesMask.
Modify the first number in the string using the following
equivalent values (e.g., change 9e 3e 07 80 to 1e 3e 07
80):
Change 8 to 0
Change 9 to 1
Change a to 2
Change b to 3
Change c to 4
Change d to 5
Change e to 6
Click OK.
Close the registry editor.
Log off, then log on again for the change to take effect
