How do I turn off or delay mouseover boxes?

I have searched from one end of the internet to the other, for a long
long time, and I cannot find a solution to my "problem". I absolutely
HATE those annoying yellow boxes that pop-up and get in the way
everytime I mouseover something. I am NOT talking about "balloon tips"
(I don't believe) as I have performed the reg edits to supposedly turn
those off. For example, if I mouseover on the taskbar, long yellow boxes
will pop-up, like "Adobe Acrobat Professional -
[2004_service_manual_domestic.pdf]". This bar runs across ALL of the
other icons and blocks them, very annoying. Besides, I KNOW that I have
Adobe Acrobat open and don't need to see the entire title and file name
everytime I click on the icon to switch to the program.

Everywhere I surf these stupid windows get in the way. On message boards
great big boxes pop-up with the first paragraph of someone's message,
and of course blocking what I want to see.

When I go through my "Favorite" links the annoying boxes pop up as I
move my mouse down the page, always BLOCKING the next listing that I
want to SEE. I don't know what moron came up with this "feature" but the
least they could have done is put a delay on it instant of having it
instant!!!

Can anyone tell me how to turn these stupid things off?

right clicking on the file and selecting Edit.

Some, yes. For example, tool-tips are inserted by the application programmer
and are part of the application's code. They are not influenced by the OS.

instance...

RW, I agree. The next big tweak needs to be to 'kill the text box on
mouse-over' - I hate it.
It's stupid that a box pops up when you move the mouse over anything. I NEEDS to
be an option!

If you meant the IE Toolbar, right click the Toolbar, select Customize/Text
Options/Show text labels.

I think RW is talking about the tool tips that pop up rather than the
text labels that are there all the time(unless of course you change the
selection as indicated. Personally the tool tips don't bother me --
sometimes I need them!

No, that's not it.

In the html onscreen, i.e. webpages, when you mouseover objects onscreen,
there's a descriptive
popup that displays the authors description of that object.

I think this is what RW is describing and it is definitely annoying.
