How to turn off screensaver for new domain user 1st logon

Is there a template that I can change so that new domain users logging
onto a workstation for the first time have the screen saver disabled?

Where do the default settings for things like screen saver, desktop
background colour etc. originate?

Currently, I have to give a new user group membership in domain admins
etc. so the screensaver can be turned off during initial logon, then
remove membership from domain admins (I think there are other groups
that I could use to do this, power users?).
