I have a oibsimo.exe failed to initialize error when i shutdown or restart my

Maybe a good start would be to ask in a '98 newsgroup instead of an XP
newsgroup???

But seriously, the little I actually remember from back in ye olde 98
times is that patch after patch after patch never seemed to resolve the
multitude of Win 98 shutdown issues.
