How to stop Outlook form working offline!

I'm using Outlook 2003, everytime it opens in the bottom left hand corner it
says Offline. Outlook is set to Manually control connection state, connect
with the network.
 
Look at your File Menu.
To what did you set the "Work Offline" option?
