How to Specify Email Format for a Contact

Outlook 2003. We have the phenomenon that when we send an email in HTML
format to a distribution list, a few of the folks get a blank message body.
When we send the same message in plain text they get the message body intact.
We do not want to have the default new message format to be plain text, so
how can we define the email format to be sent to particular people in our
contacts? Thanks.

Open the contact, double-click the email address, select the desired format.

Whether that affects the DL depends on whether it's using contacts or email addresses not related to the contacts.
