Is it possible to put a clip in slow motion on Movie Maker 2? Is this a
built-in transformation or has to be purchased from a 3rd party?

MM2 doesn't support VCD directly. You can save your clip in DV-AVI format,
and then use a free tool called TMPGEnc to convert it to Mpeg1 format,
which you should be able to burn as a VCD.

There's a "Video Effect" - "Slow Down, Half".
