how to setup application mode of Terminal Server in Clustered WIN2

Hi,

I have a pair of Clustered Windows 2000 advance server, but I can only use
the "Administration Mode" of the Terminal Services which allows only 2
connections. Furthermmore, the "Application mode" option in the Terminal
Service for is disabled. There is any way to increase the number of
connections in the Administration mode or to turn on the Application mode for
more connections ?
