I receive SPAM constantly where the email source (address) changes each time.
They're selling penny stocks (probably illegal) and resumes from India) All
of this is in raster (JPEG/TIFF) format, except for the subject line of the
email. No text in the body, so no way to set up a "text rule" to block.

I want to block these emails by setting up a rule on my workstation that an
email with just JPEG/TIFF in the body goes to junk mail automatically. How
can I do that?

There is usualy a bunch of meaningless text behind the .jpg that will
generally prevent any rule being effective. The spam filter in my Outlook
2003 (all updates applied) will show the .jpg as an attachment while in the
Junk Mail folder. Delete them, and look at them in the Deleted Items folder
and the .jpg is visible.
