rules applyin in junk mail

I have a rule set up to delete permantly with specific words in the message
header,
they come into the junk mail, and sit there.
I was checking the rule under edit,
it has stop processing more rules also checked with the permanently delete
it.
would this cause those emails in the junk mail folder, the next time not to
run the rule?

Generally speaking, rules shouldn't fire against items that go into the Junk
Mail folder. Occasionally, as I understand it, if the system isn't behaving
well, they can. But, as the system is designed, things that go into Junk
Mail should not fire any rules at all.

So then, rules don't applyto things that go into the junk mail folder.
reason for not having things deleted immediatly in junk mail, in the rare
case something is not junk.
Unfortunately of late, Verizon seems to be letting a lot of it through

Well, if you think about it, this is a good thing that rules don't affect
junk mail. Think about what some of your rules do. Put stuff in other
folders, maybe forward to other people, maybe reply. Imagine if they
affected a spam message.
