How to set up automatic dial when checking for new messages

In Outlook 2000 I'm able under Tools, Options, Mail Delivery tab; to set up
checking for new messages, and automatically dial when checking for new
messages. I don't have those same choices in Outlook 2003. Is it no longer
possible for a "dial up" user to set the PC to automatically download msgs.
and hang up at specified time intervals? Thanks for your help. :) Lo
