How to set up a Windows XP Machine to receive files by FTP

I need to know how to set up one of my Windows XP Machines to be
able to send and receive FTP files transfers.

Any help would be greatly appreciated.

Do I need to set up both ( client to send FTP ) and ( server to
receive FTP )?
