how to set up a main password?

i have my self as administrator and i have 4 kids as limited users. i can get
windows to save a password on each user and my self but how do i set up a
password for the main windows. another words to even turn the computer on i
want a password so they cannot just get on at any time. it this possible. the
only time i get it to do it is if i delete all of the accounts then i can
have a main log on password.

You can set a BIOS-password.
BIOS is the first the computer read from at the start.

The next time you boot look for a message right at the start saying
which F (function) key to press to enter 'setup' or words to that
effect. (E.G F2 fo my PC.)
At the following boot press that key - you normally have to get in early
to catch it before Windows gets going.
With care explore the settings, note the hints about which keys move
between settings and which keys change and store settings. There's
normally a 'get out without changing anything' option if you should get
something wrong. There are settings there which could really cause you
trouble.
Look for 'security' and the 'system' password or some such and set a
password you can't possibly forget !
There may be another password to protect Setup itself.

Better still read the manufacturer's instructions about BIOS setup if
you should be so lucky.
