From a logon with Admin rights, go to Control Panel - User accounts, and
take Create a new account. You will be asked what level of rights you
want it to have

Note that once you have made a user account with Admin status, the one
called "Administrator" will no longer appear - it is accessible on boot
to Safe Mode only
