I am afraid that my experience with a number of "personal" scanners
made by various manufacturers is that their "native" software
_doesn't_ usually allow/facilitate sending multiple scanned pages as a
single fax (or at least not using a fax printer driver as basic as the
one supplied by MS). More expensive "business" scanners may come with
more capable sotware.
You can scan to graphics files and create your final fax by including
all the images in a document in your chosen word processing
application, though this does not always work perfectly. I have
written, for my own use, a .NET application which interfaces with
Canon's scanner manager and does what the OP wants - it might well
adapt to other scanners' managers, and I can give him access to it if
he is interested.
The question should be directed to the manufacturer of your scanner. They
will need to tell you how to scan multiple pages into a single document.
Most scanners will let you do that. After that, all you have to do is print
that document to the fax printer.
