How to save toolbar settings on new mail

I am trying to make two toolbars only take up one line instead of two, but
when I change it on a new outgoing mail it is not saved.

Are they default Outlook toolbars or is one of them (or both) from a 3rd
party program?

I've had a similar problem. All I've done is open a new message, rearrange
as you want it to look and then instead of exiting using the cross box, go to
file and exit. Next time I open it it comes back OK.
 
I am having the same problem. I have tried holdsworth's suggestion, as well
as David's suggestion of holding down the Shift key when exiting. They are
Outlook toolbars as well as third-party (MS Word and Adobe) toolbars. It's
making me crazy.

With third-party toolbars in the mix, all bets are off. Many third-party
toolbars aren't well-behaved.
