Toolbar changes don't save

Outlook 2003. I have two 'plug-in' toolbars - one for my PC-Cillin and one
for Bluetooth. When I remove them or move their position the changes only
stay for that session. When I close and reopen Outlook the toolbars are
back. How can I make the changes permanent? thanks.

There's nothing you can do. The saving of toolbar settings like position is
up to the toolbar itself. It would have had to have been designed into the
toolbar code.
