how to report/manipulate port upload bandwidth usage ?

Hi,

Is there any hardware or software I can install that would allow me to
manage my upload bandwidth more efficently and report on its usage ?

for example I host ftp, smtp and web services. How can I control the amount
of upload bandwidth these services get and report on the throughput ?

Ok..judging by the lack of repplies this is ether not possible or a stupid
