How to limit bandwidth usage on my NIC

Hello,

I have a question about bandwidth: Is it possible (and how) to limit the
network usage of my NIC to, lets say, 40%? Also, is it possible to assign
priorities to tcp/udp streams to and from my NIC? eg. I want that RDP has
the highest priority, and the HTTP traffic the lowest? How can I use that
QoS packet scheduler component on my network connection? It's got no
properties available.

The question goes for the 2 computers connected in 100 MB LAN, without ISA.
