How to remove the option of Shutdown from the "CTRL+ALT+DEL"?

I want to grey out the shutdown button from
the "CTRL+ALT+DEL" box, but I also want the user to be
able to shutdown from the start menu.

You can change this in either the local security policy or the relevant
domain/group policy.
