Shutdown key is disable -- need help

For logon to a 2000 machine, we need to press Ctrl+Alt+Del
key. After pressing this, there should be 3 options like
Ok, Cancel and Shutdown. But this shutdown option is
disable for everyuser, even for administrator also. So
Anyone can give me a suggestion, how can I enable this
function for all the users. I need, this function should
be enabled as default. Any suggestions.......

Open Local Security Policy -> Local Policies ->User Rights Assignment-> Shut
down the system

There add everyone or whatever you need.
