How to rearrange the START->ALL PROGRAMS listing

I want to reorder the START->ALL PROGRAMS listing in
Windows XP.

I can drag individual program listings up or down to a
different location, but I cannot get programs to go into
folders, nor can I create new folders.

This was easy to do in Win98 and I know I have done it in
WinXP, but I can't remember what I did.

Can someone out there please help??

c:\windows\ documents and settings\*your acct.*\start menu\
programs . make all the folders you want.

when you drag to a folder, then drag right till the floder
expands, then drop.

It works just as easy as it did in Win98 - at least for me. I don't
know why you are having problems. Good luck.
 
Right click start and go to explore. Open the programs folder and arrange as
you like. Do the same with the all users programs folder.
