How to put the QuickStart bar icons in the upper line and TaskBar "button" in the lower?

I dragged the task bar at the bottom of the screen so that I have two lines available for placing
Quickstart bar icons and Taskbar "buttons".

Unfortunately the two functions are currently divided vertically into a left and into a right two-liner
instead of horizontally into an full upper and a full lower line.

How can I resvere/put all quickstart icons in the upper line
and reserve the complete lower line for Taskbar buttons?

Grab the bottom of the QL bar, and drag it to the right and onto the top
row. Keep tweaking till you get it the way you want it, then lock the
Taskbar.

Right click on the task bar and click on the Lock The Taskbar option if it
is ticked.

You will now see the vertical divider bars that make up the quick launch
area. It is a lot easier to do this if you shrink the status bar back down
to one row. Move the divider bar that is to the right of the quick launch
area so that all of the icons you want can be seen. Now open a few
applications to add some of the 'Taskbar buttons' to the taskbar.
Now resize the taskbar to allow 2 rows. The vertical divider bar to the left
of the 'taskbar buttons' can now be dragged to the lower row.
Once done how you like it, you can relock the task bar and you are good to
go.

Hi David,

Windows can't do that by itself. I Googled your question using "Task
bar organizer" and found this:

Used "System Tray icon organizer" and found:

Not free, but should do the job.
